Resource consent, New Zealand’s technical term for planning permission, is required when permitted development or subdivision requirements of a District or Regional Plan are not met by a proposal, or an activity is specifically classified as requiring a resource consent.

Plan changes are usually associated with changes to operative District or Regional Plans to amend zoning or other planning provisions. Plan changes can be initiated by the local authority or by private application. Through a plan change, members of the public or a Council can then apply to have the zoning of land changed.

This may include but is not limited to the design of natural and built elements such as vegetation, hard and soft surfaces, lighting and fencing to enhance a site’s useability and overall aesthetic.
