The existing environment was characterised by long-established kiwi fruit orchards at the site and west of the site, as well as developing urban areas to the north, east and south. Whilst the proposed development responded to the commercial zoning of the site, the development would substantially change the site’s current landscape values, and the visual amenity from surrounding properties. This change and associated effects were a key component of the LVIA analysis.
It was concluded that to best integrate the town centre, landscaping would need to respond to its future urban form and integrate with the adjacent and nearby sites. The delivery of green links through to the existing gully system (an important natural feature of the site) and softening of the interface between the town centre and adjoining residential properties, were key outcomes of the LVIA process.
